ITC Service Group (“ITC”), is seeking an experienced Outside Plant (OSP) Construction Project Manager in the Concord, CA area, occasional traveling to California based markets including Sacramento, Citrus Heights, or Bakersfield is required when needed. The OSP Construction Project Manager is directly responsible for all oversight of crews, subcontractors, and general contractors, and held accountable for all aspects of construction, schedule management, project cost adherence, inspections, subcontractor management & coordination and project documentation to ensure the safety and profitable “on-time' delivery of the project. The ideal candidate must be well-versed in all construction methodologies and procedures and able to coordinate a team of professionals of different disciplines to achieve expected results.

Essential Duties and Responsibilities include, but may not be limited to:

  • Maintain accountability for all aspect of the assigned projects and deliverables.
  • Collaborate with engineers, architects, project management to develop and manage the project scope of work
  • Determine needed resources (manpower, equipment and materials) from start to finish with attention to budgetary limitations
  • Ensure permits and licenses are obtained from appropriate authorities
  • Plan all construction operations and schedule intermediate phases to ensure deadlines will be met
  • Oversee inspection activities for construction, aerial, buried, and right-of-way crew work to ensure construction jobs are completed in a timely and accurate manner and in compliance with project plans and specifications
  • Negotiate contracts with external vendors to reach profitable agreements
  • Obtain desired results through a matrix management organization
  • Comprehend and react to frequent changes in scope of work, priorities, resource challenges, and reporting
  • Create, monitor, and update job schedules, budget forecasts, change orders and cost reports
  • Direct and approve the development and implementation of construction schedule recovery plans as required
  • Lead customer briefings and respond timely to customer requirements
  • Assemble and prepare final records and job close-out documents (Redlines, Bore logs, splicing documentation, photo documentation, and other customer requirements)
  • Ensure strict adherence to all ITC, OSHA, USA North 811, Federal, State and local municipality, Safety Policies, Procedures and Practices.

Required Experience

  • 5-10 years’ experience in the Telecommunications industry
  • 2-3 years’ experience managing complex telecommunications projects
  • 2-3 years’ Outside Plant experience
  • Proven experience as Construction Project Manager
  • In-depth understanding of construction procedures and material and project management principles
  • Familiarity with construction/ project management software
  • Good knowledge of MS Office, Smartsheets, Google Docs
  • Outstanding communication and negotiation skills
  • Excellent organizational and time-management skills
  • Strong attention to detail
  • Familiarity with quality and health and safety standards
  • A team player with leadership abilities

Education and/or Certifications

  • High School Diploma or higher
  • PMP certification (preferred)
