ITC Service Group (“ITC”), is seeking an experienced Human Resources Specialist in Citrus Heights, CA.  The HR Specialist I will act as both an employee and Company advocate in all matters pertaining to hiring, administration, and training of personnel. This is an entry level, full-time position for someone with 1-2 years’ experience in Human Resources who is looking to start a career in HR.

Essential Duties and Responsibilities include, but may not be limited to:

  • Partner with HR Manager to resolve employee grievances including misconduct, performance, discrimination issues and sexual harassment complaints. Handle progressive disciplinary actions and documentation. Provide continual training to ensure a positive working environment for all employees.
  • Assist Human Resources Manager in creating, developing and implementing policies and procedures for internal processes to ensure efficiency in communications with staff and employees. 
  • Retain required personnel documents ensuring compliance and confidentiality of all personnel files and prompt placement of documents in files.    
  • Knowledge of FLSA/State Employment laws nationwide ensuring current relevancy.
  • Develop successful interpersonal relationships with local hiring Managers/Supervisors maintaining a high degree of professionalism and crisis management skills.
  • Track occurrences and send out Perfect Attendance Awards to employees.
  • Track Performance Evaluations and notify management of past due evaluations. Train managers on how to use the new performance evaluation tab in proprietary system. 
  • Update system with new Sick Leave Policies and adjust employee wages as new minimum wage rates are released by city/state.
  • Maintain and update employment law posters.
  • Provide back-up to HR Specialist II as necessary.

All candidates are subject to a mandatory pre-employment screening which may include background check, drug screen, physical exam, and must possess and hold a valid driver’s license with a clean driving record.

Preferred Experience

  • Knowledge/Experience with Unemployment & Garnishment claims – desired.

Education and/or Certifications

  • Associate degree in Human Resources or related field; work experience and/or other training/certification may be substituted for the education.
  • One - two years' experience in HR.


Hours of Operation for this position will be either 7:00 A.M. to 3:30 P.M., or 7:30 A.M. to 4:00 P.M. Work week is Monday – Friday.

Employee is expected to be on the job and on time every scheduled workday. Work hours can change from day to day.  It is his/her responsibility to know when the work day starts and ends on each scheduled work day.  If it is necessary that you will be absent or late for any reason, employee needs to call direct manager no later than 7:30 A.M. on the first and each subsequent day the employee will be absent or late. If employee is absent for more than 3 days a doctor’s note (explanation) is required.

Conditions of Employment

Due to the nature of ITC’s business, its clients and other needs, the employment relationship is “at-will.”  ITC performs background checks and requires drug testing prior to employment.  ITC may require drug testing prior to employment and at random after employment 

Physical Requirements

Work involves standing, talking, hearing, using hands to finger, handle, feel or operate objects, tools, or controls and reaching with hands and arms. The employee is frequently required to walk, sit, climb, balance, stoop, kneel, crouch, crawl and smell. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
